Seoul Mayor Oh Se-hoon had ambitions to follow his predecessor Lee Myung-bak from City Hall to the Blue House (Cheong Wa Dae), the official residence of the South Korean head of state. Like Lee, Oh had an appetite for urban renewal. He began demolition on the circa-1925 City Hall with plans for an ambitious new project on the site, but the Cultural Heritage Administration halted progress mid-demolition by approving the building’s historic status. After remaining in this state for months, the project continued with the old building being converted into the Seoul Metropolitan Library. By the time it was completed, the city had a new mayor with a distaste for urban renewal.
