Signed by the Secretary for Recreation and Culture, this blueprint for a Cultural Complex was released by the Kowloon District Survey Office and Buildings and Lands Department in 1977. The red box indicates the location of the new Cultural Center that redefined the Clock Tower as part of an area zoned for cultural purposes, including a Cultural Center and a museum.
